2025 Tropical Cyclone Alfred - recovery operation

Event summary

The Tropical Cyclone Alfred, commencing 1 March 2025 event is one of the most significant weather events in Australia's recent history, bringing a multitude of severe weather across several days.

The Queensland Government has moved to ensure flood-affected communities get the help they need through the joint State-Commonwealth Disaster Recovery Funding Arrangements (DRFA) to recover from the Tropical Cyclone Alfred, commencing 1 March 2025 event.

Tropical Cyclone (TC) Alfred (22U) formed in the Coral Sea and reached Category 1 strength on 23 February. It strengthened to a Category 4 (Severe) system on 27 February before weakening to Category 1 as it tracked south-eastwards. It then re-intensified to a Category 2 strength causing significant beach erosion and producing destructive winds and rain that impacted coastal South East Queensland. As of 1 pm Sunday 9 March, Ex-TC Alfred had weakened to a tropical low and was producing significant wind, rain and flash flooding across South East Queensland as it tracked inland.

Disaster Recovery Funding Arrangements

The joint Australian, state and territory governments’ Disaster Recovery Funding Arrangements (DRFA) provide a range of financial assistance to the natural disaster-declared areas in each state or territory.

Activation summary

TC Alfred beach erosion
Jointly funded DRFA exceptional circumstances packages to support recovery from Tropical Cyclone Alfred will be considered and announced jointly by the Premier and Prime Minister in response to the weather event.

Recovery operation

The recovery operation for this event will include: 

  • preparation of a business case for extraordinary assistance under the DRFA
  • offers of support from QRA Recovery and Resilience Officers (RROs) to eligible councils to help develop event specific local recovery plans
  • QRA as lead recovery agency liaising with Functional Recovery Groups to ensure appropriate state recovery planning.
